can you use this product on polished tiles

The idea of this polish is to build up a hard shine coat,a bit like varnish on timber.So its ideal for quarry type tiles or slate type.I wouldn't think it would adhere too well to polished tiles and frankly I can't see much point using it.If your tiles are wall type then Window cleaner works quite well,however floor tiles could be slippery.

Can you use this on quarry tiles laid on dirt with no damp proof?

I don't see why not, especially if there is grout between the tiles. Even without grout the Lithofin should help seal / polish the tiles

Can I use this on the floor of an outside porch? Product says not to use externally, but floor is not in direct contact with rain or harsh weather.

I would think it's OK in a porch. If I come in with with wet shoe's it wipes away fine. It does leave a deep high gloss shine and can be built up to increase the protection.
