Can i use this with a wacom 13 hd pro?

It says you can use it up to a 14'' tablet, so it should be fine.

Is there a larger version? My drawing tablet is 16 inches and around 5 pounds.

I wouldn't recommend it for something so large. While it will probably fit underneath, it's only 11.5 inches wide which will leave roughly 2 inches unsupported on each side. If you put weight/pressure on the sides, it's likely to let loose. There are other tablet stands for larger tablets out there.
